YES, as a foreigner you are absolutely allowed to buy a property in Thailand, however, it is as stated below.

Condominium 

As a foreigner, you are allowed to own a condominium, you need do not have to have a Thai Partner.

Landed Property/Land

To own a landed property/land you will need to have a Thai Partner that holds 51% of the ownership for any freehold title. As for leasehold title, you are allowed to own 100% ownership.

Standard Tax Rate is two (2) per cent, buyer and seller each will bear one(1) per cent of the property valuation price according to the Department of Land

Yes! it is possible for a foreigner to get a mortgage loan in Thailand. Banks that offer loans are UOB, ICBC, MBK and BOC as for now. You can get up to seventy (70) per cent on valuation
